Understanding corporate individual scheme (CIS) SIM plans

Corporate individual scheme (CIS) SIM plans are a popular professional perk in Singapore. But not every mobile provider offers a CIS promotion plan. We break down CIS SIM plans, CIS eligibility and which mobile providers offer them.

What is a CIS SIM plan?

CIS is short for corporate individual scheme. A CIS SIM plan is one available to the employees of eligible companies in Singapore.

CIS SIM plans may offer perks such as cheaper mobile plans, mobile phone discounts and extra features not available in typical SIM plans. To sign up for a CIS SIM plan, you need to be an employee of a company that’s part of a CIS programme.

Mobile providers that offer CIS plans have eligibility forms and criteria that companies can use to sign up so their employees can access them. It may also be possible to convert a personal mobile phone plan to a CIS SIM plan.

Eligible employees may be able to sign up for multiple CIS SIM plans. Certain mobile providers like Singtel require CIS SIM users to sign up for a plan that includes a mobile phone. CIS SIM plans may not be for those after SIM-only. Certain CIS SIM mobile providers will allow multiple connections (called “lines”) to share the savings with other people.

Which mobile providers offer CIS SIM plans?

We track 12 mobile providers for Singapore in our comparison engine. But not all mobile providers offer CIS SIM plans, including MyRepublic, RedOne, Simba (formerly TPG Telecom), Giga and Gomo. Instead, speak with the following mobile providers about a CIS SIM plan:

Note that while CMLink, Vivifi and Zero1 do offer CIS SIM plans, they don’t publicly advertise them. If you want to consider a CIS SIM plan from one of these mobile providers, contact them directly for more information.

Circles Life CIS SIM plans

Circles.Life offers three CIS SIM-only plans, which come with no contract and can be used for up to five accounts. There are options for cheaper outright prices, including the latest iPhone 14 models. Here are the three CIS SIM plans:

Circles.Life Value Plan: $15 per month, 50GB (unlimited data for three months), 300 call minutes, 25 SMS, caller ID.
Circles.Life Value Plan: $25 per month, unlimited data, unlimited call minutes, 25 SMS, caller ID.
Circles.Life Value Plan: $35 per month, 100GB, unlimited call minutes, 25 SMS, caller ID, $10 monthly device rebate (for 25 months).

M1 CIS SIM plans

M1 refers to its CIS SIM plans as “CORI”, short for “corporate individuals”. These M1 CORI plans offer discounts, exclusive perks and other features. Here are the M1 CIS plans:

M1 SIM-only CORI plan: $17 per month, 65GB, 5G network access, 1,000 call minutes, 1,000 SMSes, incoming calls, unlimited calls to three M1 numbers, caller ID, auto-roaming subscription.
M1 Enterprise EM3+ 5G plan: $39.70 per month, 13GB, 3GB roaming, unlimited local calls and SMS, local data useable across 76 countries.
M1 Enterprise EM12+ 5G plan: $58.10 per month, 43GB, 5GB roaming, unlimited local calls and SMS, local data useable across 76 countries.
M1 Enterprise EMX+ 5G plan: $127.40 per month, unlimited local data, 7GB roaming, unlimited local calls and SMS, local data useable across 76 countries.
M1 mySIM 40 5G plan: $41 per month, 17GB, 5G network access, 300 call minutes, 100 SMSes, incoming calls, unlimited calls to three M1 numbers, caller ID, auto-roaming subscription, SIM card and registration, mySIM supplementary plan.
M1 mySIM 70 5G plan: $54 per month, 35GB, 5G network access, 300 call minutes, 100 SMSes, incoming calls, unlimited calls to three M1 numbers, caller ID, auto-roaming subscription, SIM card and registration, mySIM supplementary plan.
M1 mySIM 90 5G plan: $72.50 per month, 50GB, 5G network access, 300 call minutes, 100 SMSes, incoming calls, unlimited calls to three M1 numbers, caller ID, auto-roaming subscription, SIM card and registration, mySIM supplementary plan.
M1 mySIM 118 5G plan: $99.40 per month, unlimited data, 5G network access, unlimited call minutes, unlimited SMSes, incoming calls, unlimited calls to three M1 numbers, caller ID, auto-roaming subscription, SIM card and registration.

Singtel CIS SIM plans

Singtel has nine CIS SIM plans, most of which are XO Plus plans paired with a mobile phone, while three are SIM-only plans. These Singtel CIS SIM plans have lower monthly fees compared to regular plans for up to three lines and include mobile phone discounts. Here are the Singtel CIS SIM plans:

Singtel CIS SIM Only Plus Plan 60GB: $30 per month, 12-month contract, 60GB, 1,000 call minutes, 500 SMSes, caller ID, 12 months of McAfee Mobile (two devices).
Singtel CIS SIM Only Plus Plan 70GB: $40 per month, 12-month contract, 70GB, 1,000 call minutes, 1,000 SMSes, 5G access, caller ID, 12 months of McAfee Mobile (two devices).
Singtel CIS SIM Only Plus Plan 90GB: $45 per month, 12-month contract, 90GB, 1,500 call minutes, 1,500 SMSes, 5G access, caller ID, 12 months of McAfee Mobile (two devices).
Singtel CIS XO Plus 50: 10GB data, 100 call minutes, 100 SMSes.
Singtel CIS XO Plus 68: 30GB data, 300 call minutes, 300 SMSes, 5G access.
Singtel CIS XO Plus 88: 60GB data, 600 call minutes, 600 SMSes, 5G access.
Singtel CIS XO Plus 118: 80GB data, 800 call minutes, 800 SMSes, 5G access.
Singtel CIS XO Plus 168: 120GB data (30GB bonus data), 1,200 call minutes, 1,200 SMSes, 5G access, $200 plan voucher.
Singtel CIS XO Plus 288: 180GB data, 1,800 call minutes, 1,800 SMSes, 5G access, roaming for 81 countries (30GB, 30 call minutes, 30 SMSes), caller ID, $500 yearly mobile phone voucher.

StarHub CIS SIM plans

StarHub has four two-year CIS plans, which must be paired with a mobile phone, and three SIM-only 12-month plans. These CIS plans support up to four mobile lines and include three months of Amazon Prime, one month of KKBOX HD Audio, three months of Hotstar and a Disney+ subscription. Here are the StarHub CIS SIM plans:

StarHub Mobile+ $69: $69 per month, 24-month contract, 80GB, 300 call minutes, 200 SMSes, incoming calls, opt-in roaming, 5G access, one month of GeForce Now.
StarHub Mobile+ $99: $99 per month, 24-month contract, 110GB, 600 call minutes, 600 SMSes, incoming calls, opt-in roaming, 5G access, Disney+ subscription, one month of GeForce Now.
StarHub Mobile+ $129: $129 per month, 24-month contract, 140GB, 800 call minutes, 800 SMSes, incoming calls, opt-in roaming, 5G access, one month of GeForce Now.
StarHub Mobile+ $169: $169 per month, 24-month contract, 80GB, 1,200 call minutes, 1,000 SMSes, incoming calls, opt-in roaming, 5G access, one month of GeForce Now.
StarHub CIS 4G $25 SIM Only: $20 per month, 60GB (100GB for three months), unlimited call minutes, 1,000 SMSes, caller ID, incoming calls, opt-in roaming.
StarHub CIS 4G $38 SIM Only: $28 per month, 100GB (24 months, then 60GB), 1,000 call minutes, 1,000 SMSes, caller ID, incoming calls, opt-in roaming, Disney+ subscription, one month of GeForce Now.

Note that NTUC union members can access additional CIS plan perks with StarHub, including handset promos, 24 months of caller ID, extra calls, plan discounts and an included family mobile plan for 24 months.

Is there a CIS SIM-only plan?
Yes, Circles.Life, M1, Singtel and StarHub all offer SIM-only CIS plans.

What is a CIS SIM discount?
A CIS SIM discount is a price reduction for a plan from a mobile provider that sells CIS SIM plans. These SIM plans are offered to the employees of participating companies that have signed up for CIS plans from eligible mobile providers.

What’s the best CIS SIM plan?
The best CIS SIM plan is tricky to nail down because it depends on whether your employer is enrolled for CIS SIM plans with an eligible mobile provider. Where available, we recommend choosing a CIS SIM-only plan to keep costs down.
